German high court: No delay in bailout decision

BERLIN (AP) ? Germany's high court on Tuesday rejected a last-minute plea to postpone its ruling on a request to block the country's approval of the eurozone's permanent bailout fund.

The complaint was brought by Peter Gauweiler, a backbench lawmaker with Chancellor Angela Merkel's conservative bloc and a consistent opponent of the government's euro rescue strategy, after the European Central Bank last week unveiled a new program to buy government bonds.

Gauweiler is already one of several plaintiffs against the ?500 billion ($640 billion) European Stability Mechanism. Germany's Federal Constitutional Court is to rule Wednesday on calls for an injunction.

Gauweiler and others argue the ESM violate Germany's constitution.

In requesting that the court postpone its decision in the ESM case, Gauweiler argued the ECB's bond-buying decision "created a completely new situation" regarding whether the fund was constitutional.

He argued that the prospect of the ECB buying bonds makes the overall risk for the German budget "completely incalculable" and that the bank's potential actions would override Parliament's rights to supervise the fund.

But the Federal Constitutional Court said in a short statement that it would go ahead with its scheduled ruling. The court's decision on the injunction is widely anticipated as a harbinger of how it might rule on the constitutionality of the ESM overall.

STRASBOURG, France (AP) ? European Union officials are asking national governments to give up control of their banks as they try to pull the region closer together to solve its crippling financial crisis.

In a proposal that represents one the most significant surrenders of national sovereignty since the creation of the euro in 1999, the European Commission, the EU's executive arm, proposed Wednesday to make the European Central Bank the single supervisor for all 6,000 banks in the 17 countries that use the currency.

The Commission wants to give the ECB sweeping powers: from the ability to grant and take away banking licenses to extensive authority to investigate and fine wayward banks.

Jose Manuel Barroso, the Commission's president, warned that giving up control of banks would be just the start and that countries would have to get used to handing over powers to Europe in order to solve the region's debt problems.

"We cannot continue trying to solve European problems just with national solutions," he said in his annual State of the Union address to Parliament in Strasbourg, France.

"A deep and genuine economic and monetary union ... means ultimately that the present European Union must evolve," he added. "And let's not be afraid of the words. We will need to move toward a federation of nation states."

Barroso's remarks go to the heart of the debate about the survival of the eurozone ? whether countries can continue to share a common currency without a unified political system.

As part of forging a tighter EU, many observers and politicians have called for a "banking union" ? a unified playbook for all the region's banks.

The creation of a single bank supervisor is an important part of this plan and a pre-requisite to other measures being debated: a European-wide system of depositors' insurance; a single method for winding down bankrupt banks; and allowing the European bailout fund to directly help banks in trouble, instead of lending money only to governments.

In its proposal, the Commission called for the European Central Bank to take over supervisory roles from the member countries' national banking supervisors. Currently, the ECB is only in charge of monetary policy for eurozone countries ? setting interest rates and printing money.

The plan would also give the ECB the ability to issue and revoke banking licenses, approve large mergers and acquisitions, investigate banks and fine institutions that break the rules.

Since many of the measures designed to shore up the banks and reduce the burden they're placing on governments can't proceed without the single supervisor plan, getting it in place quickly is crucial.

But already there is disagreement and battle lines are being drawn. Germany only wants the largest banks to be under ECB control.

"What is important above all is that this supervisor can work in terms of quality ? not just that it comes into force as quickly as possible but then doesn't work," Merkel told lawmakers in Berlin on Wednesday. "This is about the quality of supervision, and not just about the quantity."

A European Union official warned that a slimmed-down supervisory system would be "irresponsible."

"What the crisis has taught us is that even medium or small banks can create lots of damage," said the official, who would speak only on condition of anonymity to describe how the proposal was put together

Europe's banks are at the heart of the region's financial crisis. The government bonds that the banks bought up during the eurozone's boom times are no longer considered safe bets, and the banks are struggling to unload them ? usually at hefty losses. On top of this, banks have also had to contend with real estate loans that have turned toxic following the collapse of real estate markets in some countries.

Across the eurozone, governments have had to step in and prop up the banking sector. But rescuing banks is expensive and has added to investor concerns that European countries' debt loads are becoming increasingly unsustainable.

Many banks have also drastically cut back their business: lending to fewer companies and households and ditching investments in other eurozone countries ? especially in Greece, Italy and Spain. As well as freezing up the eurozone's economy, this retrenchment has undermined one of the primary purposes of the single currency ? to allow money to flow freely and cheaply across national borders.

Part of these problems stem from a lack of proper oversight of banks in some eurozone countries, but also because Europe's banks have become so interconnected that 17 separate supervisory systems aren't able to respond as swiftly as they should.

Mujtaba Rahman, an analyst with the Eurasia Group, says securing approval for the plan in the European Council, where any of the 27 EU countries could veto the plan, is likely to take time.

"You're unlikely to get unanimity by the end of the year," he said.

Delays in deciding on what the ECB can and can't do are likely to have a knock-on effect to plans to help out stricken banks. Countries concerned that there is no proper supervision of a country's banks would be reluctant to let the eurozone's bailout fund, the European Stability Mechanism, lend directly to banks. This is especially important for Spain, which has been granted a ?100 billion loan from the ESM to prop up its banks. Without this help, it may have to seek a rescue loan for itself.

"You're in a comfortable place now, but, at some point, it gets messy," Rahman said.

The plans could heap even more responsibility on the central bank. There is a provision allowing any of the 10 countries in the European Union that don't use the euro to sign up to the supervisory system as well.

In his speech Wednesday, Barroso warned that leaders must find a way out of the crisis because it is "fueling populism and extremism."

SEATTLE (AP) ? Raffaele Sollecito, whose budding love affair with American exchange student Amanda Knox helped land him in an Italian prison for four years, maintains the couple's innocence in a new book but acknowledges that their sometimes bizarre behavior after her roommate's killing gave police reason for suspicion.

The pair was imprisoned for the November 2007 death of Meredith Kercher at Knox's apartment in Perugia, north of Rome. An appeals court overturned their conviction and freed them last fall, issuing a 143-page opinion that blasted the utter lack of evidence against them. Rudy Guede, a petty criminal who was convicted separately, remains imprisoned and is serving a 16-year-sentence.

Sollecito's book, "Honor Bound," is due out Sept. 18. The Associated Press purchased a copy Tuesday.

In it, he describes how the early days of their relationship became a nightmare: the horror of Kercher's slaying; the misunderstandings that swept them up in the case; their tabloid portrayals as two suspects unrecognizable to themselves.

Knox became "Foxy Knoxy" and received the brunt of the attention as she shopped for underwear after the killing and turned cartwheels in front of investigators. While police investigated the crime scene, Sollecito caressed her and they kissed, unaware of the television news cameras across the street.

Later at the police station she climbed in his lap and draped her arms over him, making Sollecito uneasy, he said.

Police found their behavior "odd" and he acknowledged they had no "real alibi the night of Nov. 1 except each other."

Knox is also writing a book, due out next spring. Her deal, with HarperCollins, is reportedly worth $4 million.

The couple were arrested several days after Kercher's death and later convicted in proceedings that made headlines around the world. Prosecutors portrayed the case as a drug-fueled sexual assault, and Knox and Sollecito were sentenced to 26 years and 25 years, respectively.

The appeals court found the prosecution's theory to be unsupported by any evidence. Prosecutors have appealed the acquittal, and Italy's highest court will hear their arguments next March.

Sollecito frequently criticizes the police for their handling of the case, reaching for a far-fetched conspiracy instead of the simpler explanation that Guede had on his own committed a burglary gone wrong.

Sollecito, then finishing his undergraduate studies in computer science, writes that he met Knox at a classical music concert at the Universita per Stranieri, the University for Foreigners, on Oct. 25, 2007 ? a week before Kercher's death. He asked for her number, and she told him to come by the bar where she'd be working later that night. At the end of the shift, he writes, they took a walk, held hands and kissed. She accepted an invitation to come back to his apartment and spent the night.

Soon the couple became inseparable. She began spending the nights at his apartment. They shopped for groceries together, and took a sightseeing day trip to Assisi.

Sollecito wrote about his first night in prison, saying he wavered between "great waves of indignation and a nagging sense of guilt." He said that while he knew he was innocent, he was angry at himself for having a foggy memory of the night of the killing because he and Knox had smoked marijuana.

When they were finally acquitted, Sollecito writes that he felt "indescribable joy." He remembers looking at the police, hoping to see them appear defeated, but they wouldn't look at him. He saw Knox sobbing, and they later had a private moment in the basement of the courthouse, waiting to be taken back to prison one last time. According to Sollecito, she squeezed his hand and said she couldn't wait to see her home and friends.

Knox moved back to Seattle. It's not clear where Sollecito is living.

What No Easy Day Reveals About Navy SEAL Gear

No Easy Day, the controversial first-hand account of the Navy SEAL raid that killed Osama bin Laden, doesn?t just provide a minute-by-minute description of the famous May 2011 operation. The book by SEAL Team Six member Matt Bissonnette (who wrote under the pseudonym Mark Owen before his true identity was revealed) also gives a wealth of fascinating information about what the Navy?s elite commandos carry along on a mission.

Bissonnette is clearly careful not to reveal details about classified technology that SEAL Team Six (also called DEVGRU) used. For example, the stealth helicopters used to transport the SEALS are referred to in the book simply as Black Hawks, with no mention of their special capabilities. But he does detail the type of gear he would typically bring with him, including on the historic raid.

"Without doubt, DEVGRU had the best tools in the business," he writes. While total gear would often weigh 60 pounds, the SEAL motto was "light is right," and team members would try to strip down to just the essentials.

Here?s what Bissonnette often had with him:

Knives and tools: Bissonnette says that a Gerber multitool, which includes a knife blade, screwdriver, scissors, and can opener, was provided to each member of Seal Team Six. So was a fixed-blade knife.

Weapons: According to the book, SEALs like Bissonnette get a "standard issue" Sig Sauer P226 (he also had an HK 45C), though he says the weapon he used on a daily basis was the HK 416 with a ten inch barrel and suppressor. Owens went on some missions with a MP7 submachine gun, but says it wasn?t as powerful as the HK 416. His other guns included another HK 416, this one with a fourteen-inch barrel, which he preferred for long-range shots. SEALS also carry what they call the ?pirate gun?: The Vietnam-era M79 grenade launcher, nicknamed for its odd resemblance to a blunderbuss.

Breaching gear: SEAL Team 6 members like Own would typically carry explosive breaching charges, bolt cutters, and even a sledge hammer, used for gaining entry through locked doors and gates.

Combat Assault Dog, or CAD: Cairo, the Belgian Malinois who went on the Osama bin Laden mission, brought national fame to the SEAL Team Six?s use of assault dogs. The "hair missiles," as one of Bissonnette?s colleagues describe the dogs, can detect bombs and track and attack people. Owen credits the CAD with saving his life on one mission in Afghanistan whenthe dog found an insurgent hiding in a ditch, ready to attack, after his team thought it had cleared the area around them.

Night-vision goggles: Bissonnette mentions the top-of-the-line night-vision equipment issued to SEAL Team Six. Members carry four-tube night vision goggles rather than the standard two-tube ones, which have a larger field of view. They cost about $65,000 per pair, the author says.

Uniform and body armor: On the Abbottabad raid, Bissonnette says he wore a Crye Precision Desert Digital Combat Uniform. "Designed like a long-sleeved shirt and cargo pants, the uniform had ten pockets, each with a specific purpose," he writes. The uniform wicks away sweat, but Bissonnette also made his own modification by cutting off the sleeves. (For some servicemen this would be a major no-no, but SEAL Team Six members aren?t required to wear standard-issue combat clothing). Members also get a vest with room for ballistic plates, though Bissonnette mentions leaving the plates behind on one mission to save weight. As for shoes, Owen opted for Salomon Quest boots to protect his ankles.

Sensitive Site Exploitation Kit: With SEALs increasingly called upon to help do detective work by collecting evidence, Owen traveled with rubber gloves, a digital camera, and a DNA collection kit. SEAL Team Tix took DNA swabs from Osama bin Laden at the compound in Abbottabad, in case the body couldn?t be recovered.

Ambien: Long flights on C-17 transport aircraft often mean popping the popular sleeping pill. Bissonnette writes about taking Ambien to sleep several times in the book, and in particular on the final night before the Osama bin Laden raid.

Miscellaneous gear: Among the other gear Bissonnette talks about using are "bone phones," which are essentially communication devices that allow the user to hear through bone conduction technology. He also carried infrared chemical lights to mark specific spots, an extendable ladder, a Princeton Tech charge light, a Daniel Winkler fixed blade knife, assault gloves, leather mitts, batteries, energy gel, and two power bars. On the Osama bin Laden raid, he carried one more thing: $200, in case everything went wrong.

Fans (or stalkers in this case) can be very scary! A 40-year-old man claiming to be married to Miley Cyrus has been arrested at her home.

Jason Luis Rivera, who claims to have been friends with the 19-year-old singer for five years, climbed over a fence at Miley?s gated mansion in Los Angeles, where he turned up with a pair of black and green scissors.

He started banging on the door and then hid in bushes in the garden when police officers arrived at the scene. Police soon realized where Rivera was hiding when he started lighting candles and they threatened to taser him if he did not come out with his hands up.

As he was led away by officials, a local TV station heard him telling officers: ?I am friends with Miley Cyrus. I am. She?s my wife. Me and Miley have been friends for five years.??

Rivera ? who had scissors, money, notes and ID in his pockets ? had what seemed to be a tie around his neck, but when officers tugged on it a large pink heart appeared from his chest.

Lieutenant Brian Wendling, of Los Angeles Police, said: ?Rivera thinks they were married. I would say delusional is a good characterization of him.?

According to sources, he ?has a lengthy record in Texas, including a trespassing charge.?

Predicting wave power could double marine-based energy

ScienceDaily (Sep. 10, 2012) ? In the search for alternative energy, scientists have focused on the sun and the wind. There is also tremendous potential in harnessing the power of the ocean's waves, but marine energy presents specific challenges that have made it a less promising resource.

It's a challenge to tune Wave Energy Converters (WECs) so that they are able to harvest the maximum energy from waves, which differ in terms of their size and force. This unpredictability leads to intermittent energy collection. WECs also need to withstand the harsh winds and storms to which they are subjected in the open sea -- storms which can destroy the devices.

Now, working with a team at the University of Exeter in the UK, Prof. George Weiss of Tel Aviv University's School of Electrical Engineering and Center for Renewable Energy has developed a control algorithm that, when used in conjunction with previously-developed wave prediction technology, helps WECs calculate the correct amount of force needed to collect the maximum energy possible, allowing the device to respond to each wave individually. The system, which was recently published in the journal Renewable Energy, doubles the energy previously collected by WECs.

Calculating force

WECs, Prof. Weiss explains, have two parts -- a fixed or weighted lower part, possibly attached to the ocean floor, and an upper section that moves up and down based on the motion of the water. The device collects energy generated by the resistance force between the parts. Unlike wind turbines or solar panels, which collect as much or as little energy as comes their way, WECs need to adjust themselves to each oncoming wave to function properly, which requires knowledge of the characteristics of the incoming wave.

If there is zero resistance between the two parts of the WEC, the upper part moves freely with the waves, and no electricity is generated, Prof. Weiss explains. On the other hand, where there is so much resistance that it suppresses movement, the device turns rigid. At both of these extremes, no energy is produced. The ideal is a happy medium based on measurements of the incoming wave.

Prof. Weiss and his fellow researchers developed a control algorithm that is responsible for setting the correct resistance force for the WEC based on the predicted wave information. A processor attached to the WEC runs the algorithm five times per second in order to determine and then implement an optimal mechanical response to the coming waves.

In the lab, the researchers have run simulations using wave data gathered from the ocean. Combining prediction technology with their new algorithm, energy collection was improved by 100 percent -- double the amount of energy that WECs had collected previously.

One second warning

The most important piece of information is the height of the wave, says Prof. Weiss, which the WEC needs to know in advance in order to prepare. "You would think that the longer the WEC knows the wave height in advance, the better, but in a surprising finding, it turns out that a one-second prediction horizon is enough," he says, noting that a longer prediction time does not actually improve the energy harvest.

Their findings could not only help to improve the functioning of the WECs that are already in use in places such as the East Coast of the US and the Atlantic Coast of Spain, but could help the technology become more competitive. Currently, marine energy is fifty times more expensive to collect than the market price for the energy itself -- as solar and wind energy were in their infancy, says Prof. Weiss. But with the improvement of WEC structure, performance, and mass production, it could become commercially viable. "There is a lot of untapped energy in the ocean," he adds.

HP ups layoff plan, will now cut 29,000 jobs

Computer maker Hewlett Packard now plans to lay off 29,000 employees as part of a multi-year restructuring plan, 2,000 more jobs than it earlier estimated, according to a regulatory filing Monday.

On May 23 the world?s leading PC maker launched a multi-year turnaround effort focusing the company on services targeted at corporations. The total layoffs represent 9.7 percent of the 300,000 people the company employs worldwide.

The headcount reduction will come through a combination of job cuts and offers of early retirement. Hewlett Packard expects to take an approximately?$3.3?billion charge as a result of the workforce reductions through the end of its 2014 fiscal year.

Anne has one of the sweetest, clearest folk voices I?ve ever heard. Joe is a multi-talented musician who plays guitar, stand-up bass, and dobro in the band. They both also perform with me in?Southern Journey: Tribute to Alan Lomax, a folk/roots music ensemble. ?Anne and Joe started out as housemates, and lived happily and platonic lives together for a years, enjoying their shared love for music and dogs. They each told me (separately) that just it seems like they woke up one day and realized that they were more than friends. I understand that the clarifying conversation was quite awkward at first, since neither of them wanted to?jeopardize?the existing relationship by muddying the waters with love and sex.?Obviously, they managed to get through the conversation and make a successful adjustment to the nature of their relationship.

Have you ever tried to motivate those around to get active and received a less-than-desirable response? This happens to me all the time, but that doesn?t mean I?ve stopped trying; I?ve just changed my approach.

When you?re passionate about health, it?s natural to take interest in the health of others. However, doing so without tact is unwise. If you try and force someone to come to join you chances are you?ll scare them off, which is the opposite of what you want.

One simple way I?ve found that makes exercise more fun is to make it a challenge or a game. For instance, parents can challenge their kids to pick up all the loose toys around the house. The winner receives an appropriate reward be it a trip to the zoo or a special outing to their favorite restaurant.

For couples without kids, challenging each other with little contests can be a great way to inspire each other toward health and foster intimacy. On a recent jog with my husband, I suggested a sprint challenge. Whoever won two sprints out of three got to decide where we ate that night. My husband won by a long shot, so Chipotle for dinner it was; although I think we both won with that healthy dinner choice.

My point is, if you make exercise enjoyable and fun, perhaps those around you will join you in health more often.?The following are just a few ideas to help make exercise something your entire household or group of friends will want to join you in. Sometimes the way you present the idea makes all the difference.

Dance party ? If your family ever listens to music at home, crank it up every once and a while and have an impromptu dance party. I do this all the time no matter how many silly looks I get. Life is short, dancing is fun, a body in movement stays in movement: so may reasons to turn your living room into your own personal dance floor.

Push-up contest ? Quick! After breakfast challenge your kids or your spouse to a push-up contest. See who can get to 25 first with good form,?or start doing push ups at the same time and see who lasts the longest. Determine the prize based on the winner?s preferences. This little game is sure to get your household in motion every time.

Stair climb ? Some people dread stairs, but I embrace them as an excellent way to tone all the muscles in my legs and get my heart pumping. Propose a race up the stairs in your apartment or home. Or visit a local stadium and race your friends to the top. The winner can determine a post ?workout? snack, or the next challenge if they choose.

Rake the leaves ? Fall is almost upon us which means leaves will be blanketing our lawns soon. Challenge your kids to raking them into organized piles ? see who can do it the quickest, the most orderly, or the most creatively. Reward the winner with a dessert or healthy snack of their choice ? you?ll be surprised how quickly their rakes will move!

Grocery dash ? Have you ever tried to carry all the groceries into the house yourself? ?It?s quite a task. Instead, ask your kids to help and whoever gets their grocery bag inside and unloaded first (safely, of course) is the winner! Pick a prize that benefits everyone so you?re likely to get a positive response from the group the next time a grocery trip is in order.

WASHINGTON ? Struggling homeowners who obtain reductions in their mortgage debt face a new obstacle starting next year ? a bill for taxes on that aid.

A special exemption of as much as $2 million per household in principal reduction and other aid from banks, in place since 2007, is set to expire at year?s end.

It is one of a number of similarly expiring tax provisions ? most notably the President George W. Bush-era tax cuts ? and the automatic government-spending reductions looming at the same time that are referred to as the fiscal cliff.

Housing advocates and lawmakers are worried that the exemption will disappear just as thousands of homeowners are receiving large amounts of mortgage debt relief from the nation?s five largest banks as part of a national settlement of foreclosure abuse investigations.

?The expiration of that provision is a hidden time bomb,? said Rep. Jim McDermott, D-Wash.

He and other lawmakers are expected to push for an extension of the special tax exemption when Congress returns from summer recess next week, but even with bipartisan support, it?s unlikely to get a vote before the November election.

And all bets are off on any legislation getting enacted in a turbulent post-election session later this year in which lawmakers must grapple with the divisive fiscal cliff issues.

As the clock ticks on the mortgage debt exemption, concern is rising.

?We are actively looking for opportunities to extend the provision, and we would hope we could do that well before the end of the calendar year,? Housing and Urban Development Secretary Shaun Donovan said.

Mortgage debt that is forgiven by a bank as part of a principal reduction, short sale or foreclosure must be reported as income by the homeowner and is subject to taxes. The lender reports the amount forgiven on a special Internal Revenue Service form.

But in 2007, Congress enacted the Mortgage Forgiveness Debt Relief Act to give struggling homeowners a break. If the debt is forgiven because of a drop in a home?s value or a decline in the owner?s financial condition, up to $2 million of the relief for couples filing jointly is exempted from federal taxes.

The exemption on what has been called shadow income ? relief that can amount to tens or hundreds of thousands of dollars ? originally was supposed to expire at the end of 2010. But with the housing market and economy in free fall in 2008, Congress extended the break until the end of the 2012 tax year.

Chicago braces for first teacher strike in a generation

CHICAGO (Reuters) - A bitter dispute between unionized public school teachers and Chicago Mayor Rahm Emanuel has residents of the third-largest U.S. city bracing for a possible strike on Monday in a showdown over education reform that has national implications.

Nearly 30,000 public school teachers and support staff represented by the Chicago Teachers Union have vowed to walk off the job starting at 12:01 a.m. on Monday if an impasse in contract talks with the city is not broken.

Emanuel, a former White House chief of staff to President Barack Obama and a speaker at the Democratic National Convention on Tuesday, has made reform of Chicago's troubled public schools a top priority. Emanuel cut short his trip to the convention in Charlotte to deal with the teacher crisis.

Earlier this year, he succeeded in pushing through a longer school day. But the union is opposed to other proposed reforms, including tougher teacher evaluations tied to student test scores and giving principals wide latitude in hiring.

The union also wants a larger pay increase than the 8 percent raise over four years that Chicago is offering.

The threatened walkout, the first in Chicago in 25 years and one of the largest labor actions nationwide in recent years, comes at an awkward time for Emanuel's former boss, President Barack Obama, who spent much of his adult life in Chicago and owns a house in the city.

Obama and Democrats facing voters on November 6 are counting on unions such as teachers to get out the vote around the country in a close election.

Chicago's public school system has more than 400,000 students enrolled, making it the third-largest in the country behind New York and Los Angeles.

Both sides in Chicago agree the city's public schools need fixing. Chicago fourth-grade and eighth-grade students lag national averages in a key test of reading ability, according to the U.S. Department of Education.

Until Emanuel forced through a longer school day, which began last week, Chicago elementary and middle school students received instruction for fewer hours a year than any of 30 major cities studied by the National Center on Time and Learning, an education reform group.

Emanuel, a tough negotiator called a bully by the teachers union, wants to close underperforming schools, expand non-union charter schools, and let corporations and philanthropies run some schools.

He also wants principals to have the authority to hire who they want, and he backs the use of standardized test results and merit pay to evaluate and reward teachers.

The union wants to drastically reduce class sizes and increase funding for education. It is suspicious of efforts to erode traditional job protections such as tenure, teacher autonomy and seniority. The union believes charter schools - which are taxpayer-funded but not subject to all public school regulations - will undermine public education.

"What Emanuel represents is a new breed of urban mayors, pushing for a whole system of school improvements ... responding to public demand," said Kenneth Wong, director of the Urban Education Policy Program at Brown University.

Carroll said the two sides were still meeting late Thursday afternoon and planned to convene again on Friday.

Additional talks were possible over the weekend but a final schedule has not been agreed, she said.

The city of Chicago has allocated $25 million for what school district spokeswoman Becky Carroll called a "last resort" strike contingency fund.

The money would be used to provide breakfast and lunch to students in the district - 84 percent of whom qualify for free and reduced-price meals at school - and to pay for four hours of supervision at 144 of the city's 675 schools.

Children also would be housed in other public facilities and in churches.

Olga Lyandres, whose 6-year-old daughter is in the first grade at Chicago's Nettelhorst Elementary School, said she has not yet told her daughter about the possibility of a strike.

"I've just been waiting to see what's going to happen," she said.

When Roddick returns to Arthur Ashe Stadium, he'll be receiving serve with a 1-0 lead in the first-set tiebreaker.

Roddick was forced to sleep on the tie Tuesday night after going up an early break but giving it back when del Potro took advantage of three straight unforced errors to break in the ninth game, then held serve to even the set 5-5.

They played for 55 minutes after a day of on-and-off rain at the season's last Grand Slam tournament.

Nobody needed a rain delay worse than third-seeded Maria Sharapova, who lost the first four games against No. 11 Marion Bartoli before play was halted in the late afternoon. Trying to clear the way for the main event, the Roddick match, officials sent Sharapova and Bartoli home. They'll be the first back in Arthur Ashe Stadium when play resumes.

Other matches stopped in progress, also in the first set, included defending champion Novak Djokovic against No. 18 Stanislas Wawrinka, and No. 8 Janko Tipsarevic against No. 19 Philipp Kohlschreiber.

Watching it all Wednesday, when the forecast calls for an 80 percent chance of rain, will be No. 1 Victoria Azarenka and No. 4 David Ferrer. Azarenka defeated defending champion Sam Stosur 6-1, 4-6, 7-6 (5) and Ferrer beat No. 13 Richard Gasquet 7-5, 7-6 (2), 6-4.

Azarenka ended up with a tougher-than-expected afternoon considering the way the first set went.

"You don't want to know what I kept telling myself," Azarenka deadpanned. "I would have to beep that, I think."

Instead, she was covering her face with her hands with a look of disbelief when she won match point, then dancing to the music blaring over the loudspeaker. She will stay at No. 1 no matter what happens this week and her hopes of adding the U.S. Open to her Australian Open title are still very much alive.

"Definitely I don't want to stop. I really want it bad," Azarenka said. "I'm going to do absolutely everything I have, you know, to give it all here."

Azarenka and Ferrer were the latest to be overshadowed by 20th-seeded Roddick, who used the occasion of his 30th birthday last Thursday to announce he would retire after the U.S. Open. Since then, he's beaten the 43rd- and 59th-ranked players.

The seventh-seeded del Potro offers a whole different kind of challenge.

Standing 6-foot-6 and with a rangy, flat forehand, del Potro is the only man besides Roger Federer, Rafael Nadal or Djokovic to win any of the last 30 Grand Slam titles.

Roddick's biggest test so far began in front of thousands of empty seats, certainly owing to the rainstorm that sent fans streaming toward the exit that leads to the 7 train back to Manhattan.

But if Roddick needed fans to pump him up, it didn't show early.

Playing in muggy weather that had drops of moisture flowing off the brim of his cap, Roddick came out the aggressor, looking for any opportunity to get to the net, and the volley he smacked to end the third game glanced off del Potro's right shoulder.

Later, Roddick broke for a 4-2 lead and pumped his right fist when del Potro flubbed a backhand into the net.

Roddick held for 5-2, saving a break point along the way and displaying a varied repertoire: an ace, a drop-shot winner, a backhand winner down the line and an inside-out forehand passing shot.

But Roddick couldn't close out the set. Five times, he stood two points from wrapping it up, but couldn't get closer. When Roddick served for it at 5-3, he played a loose game, rolling his eyes after putting one backhand into the net, then sailing an approach shot long and rushing a forehand long. Del Potro broke there and eventually, as drops began to fall, they headed to the tiebreaker.

After only one point, an inside-out forehand winner by Roddick, chair umpire Carlos Bernardes stepped down to inspect the wet court and declared it unplayable. A few spectators booed. Roddick and del Potro sat in their changeover chairs for a few minutes, until being told the delay would be substantial enough that they could wait it out in the locker room.

About 10 minutes later, Roddick was in the lobby, saying hello to Kim Clijsters, now retired, but at the stadium to watch Roddick play. Roddick stopped briefly to take a few pictures with a group gathered near Clijsters, then headed to the parking lot for his waiting ride.
