JERUSALEM (AP) ? Israel's threats to attack Iran and the violence convulsing Syria top the agenda of U.S. Defense Secretary Leon Panetta's meetings Wednesday with Israeli government leaders.
Panetta arrived in Israel on Tuesday after meeting in Cairo with Egypt's new president and its military chief.
In Cairo, Panetta denied Israeli press reports that he planned to share with the Israelis any U.S. plans for military action against Iran. He said the reports gave a "wrong characterization" of what he and the Israeli leaders were expected to discuss.
He said his talks in Jerusalem with Prime Minister Benjamin Netanyahu and Defense Minister Ehud Barak will be "more about what is the threat we are confronting" in Iran's nuclear program and about sharing intelligence information.
Iran says its nuclear work is for civilian energy uses, but suspicions that the Islamic republic will use enriched uranium for nuclear weapons has resulted in international sanctions and saber-rattling from Israel, which perceives a nuclear Iran as an existential threat. The United States has discouraged Israel from a unilateral, pre-emptive military strike on Iran, but has said it would keep all options available.
"What we are discussing are various contingencies and how we would respond," Panetta said. Asked whether any such contingencies include plans for potential military action against Iran, he said, "We obviously continue to work on a number of options in that area."
The Panetta visit comes just days after U.S. Republican presidential hopeful Mitt Romney met with top Israeli officials about Iran and other issues. Romney has accused the Obama administration of being too soft on Iran and not providing sufficient support to Israel.
Netanyahu told Israeli Channel 2 TV on Tuesday that despite reservations about an Iranian attack among former Israeli security officials and Israel's current army chief, the country's political leadership would make the final decision on any attack.
"I see an ayatollah regime that declares what it has championed: to destroy us," Netanyahu said. "It's working to destroy us, it's preparing nuclear weapons to destroy us. ... If it is up to me, I won't let that happen."
With "matters that have to do with our destiny, with our very existence, we do not put our faith in the hands of others, even our best of friends," Netanyahu said, hinting that Israel might act alone despite American misgivings.
Netanyahu said both Romney and Obama have said "Israel has the right to defend itself."
On Monday, while in Tunisia on the first leg of his trip, Panetta argued for giving international economic sanctions and diplomatic pressure more time to persuade Iran to change course on the nuclear issue.
While in Israel Panetta also planned to inspect and get briefed on an air defense system known as Iron Dome, which is designed to shoot down short-range rockets and artillery shells such as those that have been fired into the Jewish state in recent years from Islamic militants linked to Iran and based in southern Lebanon and the Gaza Strip.
Obama last week announced he was releasing an additional $70 million in military aid for Israel, a previously announced move that appeared timed to upstage Romney's trip to Israel. The stepped-up U.S. aid, first announced in May, will go to help Israel expand production of the Iron Dome system.
The Panetta visit to Israel comes at a critical time, with the U.S. considering more direct involvement in Syria's civil war and weighing its course on Iran.
Panetta acknowledged Monday that international sanctions have not pressured Tehran to give up its nuclear ambitions. But the Obama administration thinks tougher sanctions eventually will compel Iran to submit and it doesn't want Israel to attack prematurely.

In a series of three separate but related proposals, the regulators proposed substantial revisions to the U.S. regulatory capital regimen for banking organizations that, if adopted, will have a significant impact on the entire U.S. banking industry. The U.S. rules are based on the core requirements of the 2011 international Basel III Accord and in significant part on the ?standardized approach? for the weighting and calculation of risk-based capital requirements under the 2004-2006 Basel II Accord. Importantly, the proposals will extend large parts of a regulatory capital regime that was originally intended only for large, internationally active banks to all U.S. banks and their holding companies, other than the smallest bank holding companies (generally, those with under $500 million in consolidated assets). Commercial Real Estate
Most commercial loans will continue to be risk-weighted at 100 percent. The one significant change is for ?high volatility? commercial real estate loans (?HVCRE loans?), a subset of ADC loans. HVCRE loans will be risk-weighted at 150 percent. A lender may be able to return an ADC loan to the 100 percent risk weight through underwriting and the imposition of certain terms, as follows:
? The LTV ratio is less than or equal to the ?applicable maximum supervisory LTV ratio.?
? The borrower has contributed at least 15 percent of the appraised ?as completed? value of the property. The contribution may take the form of cash or unencumbered readily marketable assets, or the borrower may have paid development expenses out of pocket.
? The borrower has paid to the bank the capital charge that the bank will have to incur on the loan and has done so before the bank advances any funds.
? The contributed capital, which may eventually include capital generated internally by the project, must remain in place until the project is completed, the facility converts to permanent financing, or is sold or paid in full.
? Permanent financing by the bank must conform to the bank?s underwriting criteria for long-term commercial mortgage loans. An ADC loan to finance one- to four-family residential properties, however, may continue to be risk-weighted at 100 percent.
Residential Construction and Multifamily Loans
The current risk-based capital rules assign a risk weight of 50 percent to certain one-to-four family residential presold construction loans and to multifamily loans. A 100 percent risk weight applies to a presold construction loan if the purchase contract is cancelled. These risk weights are fixed by statute and cannot be changed. The proposed Standardized Approach, however, adds several new conditions to both kinds of loans in order to qualify for these risk weights.
Presold construction loans must meet several prerequisites designed to ensure that the property will, in fact, be sold on completion. Two notable new requirements are, first, that the builder incur at least the first 10 percent of the direct costs of construction (land, labor, and construction) before the builder may begin to draw down on the loan; and, second, that the loan amount may not exceed 80 percent of the sales price of the presold residence.
Loans secured by mortgages on multifamily properties will remain eligible for the 50 percent risk weight if several conditions are met. For example, a newly originated multifamily loan cannot be risk-weighted at 50 percent and must be weighted at 100 percent. If, after at least one year, the borrower has made all principal and interest payments on time, the loan will be eligible for the 50 percent risk weight, if other conditions are satisfied.
These conditions include the following: (i) the LTV ratio does not exceed 80 percent on a fixed rate loan or 75 percent on a loan where the rate may adjust; (ii) amortization of principal and interest must occur over a period of not more than 30 years, and the original maturity for repayment of principal is not less than seven years; and (iii) annual net operating income of the property must exceed annual debt service by 20 percent for a fixed-rate loan or 15 percent for a loan where the rate may vary.

WASHINGTON (AP) ? Negotiators at the United Nations are working to put final touches on a treaty cracking down on the global, $60 billion business of illicit trading in small arms, a move aimed at curbing violence in some of the most troubled corners of the world. In the United States, gun activists denounce it as an end run around their constitutional right to bear arms.
"Without apology, the NRA wants no part of any treaty that infringes on the precious right of lawful Americans to keep and bear arms," National Rifle Association Executive Vice President Wayne LaPierre told the U.N. this month. "Any treaty that includes civilian firearms ownership in its scope will be met with the NRA's greatest force of opposition."
And treaty opponent John Bolton, who was President George W. Bush's ambassador to the U.N., wrote that gun-control advocates "hope to use restrictions on international gun sales to control gun sales at home."
But what both ignore is a well-enshrined legal principle that says no treaty can override the Constitution or U.S. laws.
In fact, a first draft of the treaty circulated in New York this week has been criticized by arms-control activists for containing too many loopholes. For instance, it doesn't include a proposed ban on ammunition trade. Gun activists are standing firm in near-blanket opposition to such a ban, as last Friday's deadly Aurora, Colo., theater shooting rampage heightens interest in the deliberations and raises the stakes.
While the treaty controversy is simmering in Congress and on the Internet, it hasn't yet become a burning issue in the presidential race.
President Barack Obama supports the treaty effort but hasn't talked about it on the campaign trail. Presumptive Republican nominee Mitt Romney hasn't specifically addressed the treaty but broadly opposes what he sees as overreach by the U.N. on many fronts.
"I'm willing to talk there. I'm not willing to give the United Nations sovereignty in any way or form" over U.S. citizens or law, Romney said at a July 18 town hall in Bowling Green, Ohio.
Romney and Obama did spar long-distance over the narrower issue of U.S. gun control laws this week, with Obama suggesting stiffer regulations in a speech Wednesday night to the National Urban League and Romney arguing in an NBC interview from London, where he is traveling, that America does not need new gun laws.
The Constitution's Second Amendment offers broad protection for weapons ownership by civilians. As recently as 2008, the Supreme Court affirmed this when it struck down a ban on handguns in the District of Columbia, ruling that individuals have a constitutional right to keep guns for self-defense and other purposes. Period.
The court also has ruled separately that treaty obligations may not infringe on individual constitutional protections and rights within U.S. borders. This goes back at least to a 1920 ruling that a migratory bird treaty with Canada, which prohibited the hunting or capturing of certain birds, was an unconstitutional interference with states' rights under the 10th Amendment.
Treaties are government-to-government agreements and do not subject citizens of one nation to laws of another or to those of an outside body.
Also, the U.N. resolution that authorized drafting of the small arms treaty recognizes the clear-cut right of nations "to regulate internal transfers of arms" and says nothing in the treaty that emerges will affect "constitutional protections on private ownership" of firearms.
Beyond that, there are many court rulings spelling out the limits of treaties. And if an act of Congress is inconsistent with a treaty obligation, the law passed by Congress prevails. Legal scholars say this has been well-established, including a long history of cases involving Indian treaties. Various international treaties with Indian tribes were abrogated by Congress ? and courts ruled in favor of Congress, much to the displeasure of the tribes.
A proposed treaty to regulate exports and imports of small weapons has been on the U.N. agenda since 2006, and Bush ordered a U.S. veto of that move.
Obama got the process rolling again in 2010. So far, 152 nations have participated in the drafting and Secretary of State Hillary Rodham Clinton has pledged to push for Senate ratification once there is a final document.
But it may be an empty gesture.
Treaties must be ratified by two-thirds of the 100-member Senate, or 67 votes. And with pressure mounting from the gun lobby, led by the politically powerful NRA, a bipartisan letter opposing such a treaty already gained the signatures of well over 50 senators.
Even so, mushrooming fears have spread on the Internet and on social networks lately, with some pro-gun activists even suggesting the Obama administration was capitalizing on the Colorado killings to advance its case for gun control and others portraying it as a darker plot by the U.N. to expand its reach.
The controversy feeds into suggestions by many conservatives that Obama ultimately hopes to ban possession of firearms, even though he has stood up for protecting Second Amendment rights.
Some gun-rights advocates acknowledge that a treaty by itself wouldn't likely undercut these Second Amendment guarantees.
"But there are all kinds of ways that international law insinuates itself into U.S. law even when there's not a formal ratification," said David Kopel, research director for the conservative Independence Institute, based in Golden, Colo.
For instance, he suggests a treaty could affect the shipment of certain gun parts to U.S. manufacturers, even if the United States does not sign the treaty.
But Gabor Rona, international legal director of Human Rights First, said, "The circle created by the treaty and the circle created by the Second Amendment simply don't intersect at all."
"There is no doubt that the Constitution is superior to any international treaties," said Rona, who also teaches international law at Columbia University.

ATHENS, Greece (AP) -- Triple jumper Voula Papachristou was expelled from Greece's Olympic team Wednesday for her comments on Twitter mocking African immigrants and expressing support for a far-right party.
The Hellenic Olympic Committee said Wednesday that Papachristou is "placed outside the Olympic team for statements contrary to the values and ideas of the Olympic movement."
Papachristou is in Athens and has not responded to calls from The Associated Press. The committee said she was to travel to London shortly before the track events start.
Papachristou's Twitter account ((at)papaxristoutj) contains several retweets and postings of YouTube videos promoting the views of Golden Dawn, a formerly marginal extreme right party that entered the Greek Parliament in the recent two national elections - in May and June this year - by polling almost 7 percent of the vote.
But it was her attempt at a joke Sunday that went viral. Commenting on the widely reported appearance of Nile-virus-carrying mosquitoes in Athens, Papachristou wrote: "With so many Africans in Greece, the West Nile mosquitoes will be getting home food!!!". Her tweet prompted thousands of negative comments that snowballed Wednesday.
Since anyone can access an unprotected Twitter account, Papachristou's YouTube links and retweets inevitably became known. Several of her retweets were original tweets by Ilias Kasidiaris, the Golden Dawn spokesman and one of the party's 18 Parliament members, who became notorious a few weeks ago for striking a woman Communist MP in the face and throwing water at another female MP during a TV talk show. Papachristou tweeted to Kassidiaris on his name day, last Friday, "Many happy years, be always strong and true!!!"
Papachristou's initial reaction to the negative comments, on Tuesday, was to tweet: "That's how I am. I laugh. I am not a CD to get stuck!!! And if I make mistakes, I don't press the replay! I press Play and move on!!!"
Her attitude changed completely Wednesday and she has posted five apologetic tweets in less than two hours. The last tweet, a very long one in English, which she has also posted on her Facebook account, reads: "I would like to express my heartfelt apologies for the unfortunate and tasteless joke I published on my personal Twitter account. I am very sorry and ashamed for the negative responses I triggered, since I never wanted to offend anyone, or to encroach human rights.
"My dream is connected to the Olympic Games and I could not possibly participate if I did not respect their values. Therefore, I could never believe in discrimination between human beings and races. I would like to apologize to all my friends and fellow athletes, who I may have insulted or shamed, the National Team, as well as the people and companies who support my athletic career. Finally, I would like to apologize to my coach and my family."
Before the publication of the last tweet, Democratic Left, one of the three parties in Greece's coalition government, had published a statement assailing the "racist humor" and calling on the Hellenic Olympic Committee to expel Papachristou from the Olympics
"Let her make any miserable 'jokes' on social media while watching the games on TV. She definitely cannot represent Greece in London," the Democratic Left statement said.
Apple has said Samsung Electronics is asking them to pay a?far higher patent royalty than Apple pays to other companies, and at a rate the South Korean company has never sought from any other licensee.
The information was contained in portions of an Apple legal brief that was freshly unsealed in a US court on Wednesday, and provides more detail about each side?s negotiating position in the run-up to a high stakes trial set to begin next week.
In a separate filing, Samsung contended that its royalty demands are consistent with industry norms.
Also on Wednesday, a US magistrate in San Jose, California, ruled that Samsung wrongly let employees delete emails that could have helped Apple pursue its $2.53 billion lawsuit over disputed patents. The magistrate, Judge Paul Grewal, also said that a jury may hold this matter against the South Korean company.
?We intend to appeal Judge Grewal?s decision to the trial judge, and if necessary, to the Court of Appeals,? Samsung said in a statement. ?Samsung remains committed to complying with all information requests from the court.?
A trial is scheduled to start in the San Jose federal court July 30.
Apple and Samsung, the world?s largest consumer electronics corporations, are waging legal war around the world, accusing each other of patent violations as they vie for supremacy in a fast-growing market for mobile devices.
One of the key issues in dispute between the companies is how to value Samsung?s standard essential patents. These are patents which Samsung has agreed to license to competitors on fair and reasonable terms, in exchange for having the technology be adopted as an industry standard.
Some judges are reluctant to issue injunctions on such patents.
Samsung is demanding a 2.4 percent rate on the ?entire selling price? of Apple?s mobile products, Apple said in the court filing.
?Samsung?s royalty demands are multiple times more than Apple has paid any other patentees for licenses to their declared-essential patent portfolios,? Apple said.
The legal filings do not disclose the rate Apple pays to other companies for standard essential patents. In a court filing on Tuesday, Apple had said it should pay one-half of 1 cent per unit for each infringed standard essential patent.
However, Samsung said in a separate filing on Wednesday that its offer ?is consistent with the royalty rates other companies charge? and that Apple never made a counter offer.
?Instead, it simply rejected Samsung?s opening offer, refused to negotiate further and to this day has not paid Samsung a dime for Apple?s use of Samsung?s standards-essential technology,? Samsung said.
In his ruling, Judge Grewal said Samsung ?acted with conscious disregard of its obligations, or willfully?, in failing to disable the auto-delete feature of its in-house ?mySingle? email system by the time it should have known that Apple would sue over patents for technology used in smartphones and tablets.
?In effect, Samsung kept the shredder on,? Grewal wrote. ?This plan fell woefully short of the mark.?
Grewal ordered that a jury be instructed that it may presume that it is more likely than not that Samsung destroyed evidence favorable to Apple after its duty to preserve that evidence had started.

NEW ORLEANS (AP) ? Saints linebacker Jonathan Vilma and defensive end Will Smith met Monday with NFL lawyers and a federal magistrate, but the closed-door settlement conference didn't resolve lawsuits spawned by the players' suspensions following the league's bounty investigation.
Vilma and his attorneys emerged from the three-hour-long conference with U.S. Magistrate Daniel Knowles III without commenting on whether progress was made toward resolution of the case. The meeting was closed to the public.
In a court filing later Monday, Knowles said a settlement can't be reached "at this time." But he instructed the parties to contact him "at any stage of the proceeding if an additional settlement conference would be beneficial."
Peter Ginsberg, one of Vilma's attorneys, said only that the group "went through the settlement process" and that he expects "things will move along."
Vilma declined to comment on the talks, but said, "I want the team to do well, and I want to be part of the team."
The star linebacker and Saints coach Sean Payton have been suspended for the 2012 season for their alleged roles in a bounty program the NFL says targeted opposition players for three seasons. Smith is suspended for four games.
NFL attorneys and lawyers for Smith also declined comment.
Vilma's lawsuit claims NFL Commissioner Roger Goodell failed to make a timely appeal ruling regarding his season-long suspension.
His suit also asks for a temporary restraining order to allow Vilma to rejoin the team. U.S. District Judge Helen Berrigan in New Orleans is scheduled to hold a hearing Thursday on that request.
Vilma filed a separate suit against Goodell for alleged defamation of character. The NFL Players Association sued the NFL on behalf of Smith and two other suspended players, Scott Fujita and Anthony Hargrove.

COLUMBUS, Ohio Researchers have found a way to use GPS to measure short-term changes in the rate of ice loss on Greenland and reveal a surprising link between the ice and the atmosphere above it.
The study, published in the early online edition of the Proceedings of the National Academy of Sciences, hints at the potential for GPS to detect many consequences of climate change, including ice loss, the uplift of bedrock, changes in air pressure and perhaps even sea level rise.
The team, led by earth scientists at Ohio State University, pinpointed a period in 2010 when high temperatures caused the natural ice flow out to sea to suddenly accelerate, and 100 billion tons of ice melted away from the continent in only 6 months.
They were able to make the measurement because the earth compresses or expands like a spring depending on the weight above it, letting them use the Greenland bedrock like a giant bathroom scale to weigh the ice atop it. As ice accumulates, the bedrock sinks, and as the ice melts away, the bedrock rises.
Measurements revealed that Greenland sank by about 6 mm (about one quarter of an inch) over the winter of 2010, and the researchers determined that half of the sinking (3 mm, or one eighth of an inch) was actually due to high air pressure above the ice, and the other half was due to ice accumulation.
Further, they determined that the bedrock lifted 11 mm (less than half an inch) over the course the summer. Air pressure appeared to affect the bedrock less during this time, so that the bounce-back appears to be mostly due to ice loss.
This method has been used to study ice loss before, in Antarctica as well as Greenland. But previously, GPS could only detect changes over a period of several years, said project leader Michael Bevis, Ohio Eminent Scholar in Geodynamics and professor in the School of Earth Sciences at Ohio State.
While shortening the detection time to six months is a substantial advance, Bevis thinks his team will soon do even better.
"Within the next year or so, we should be able to process the GPS data within a month of its being collected," he said, "and then we can monitor abrupt changes in ice mass only a month or two after they occur."
The key to the improvement is the network of GPS stations that the researchers stationed around the Greenland ice sheet. More than 50 transmitters are planted close enough together to detect changes in uplift along most of the Greenland coast. These GPS antennas are supported on poles anchored into bare rock, and so they record the rise of the bedrock itself.
The network is called the Greenland GPS Network (GNET).
GNET's measurements were so detailed that the researchers were able to determine what portion of bedrock motion was due to the ice melting away and what portion was due to seasonal swings in air pressure above the ice.
It's startling to think that changes in the weight of the air could push down on the ice with enough force to compress the bedrock below, Bevis said. Though researchers strongly suspected that this was happening, GNET has provided the first chance for them to isolate the air pressure signal from the overall motion of the bedrock.
The "bathroom scale" movement of the bedrock is thus reacting to the weight of the ice and the weight of the air.
"It surprises most meteorologists that there is such a strong seasonal signal in surface pressure in Greenland. But it amazes almost everyone to learn that seasonal changes in air mass push on the bedrock just as strongly as seasonal changes in ice mass. It is highly counterintuitive, but true!" Bevis said.
They compared GNET measurements to eight years worth of air pressure data, and were able to see patterns in the rise and fall of the bedrock.
The changes due to the ice and the air aren't exactly in sync the air pressure rises steadily over the spring and drops off slowly over the summer and fall, while the weight of the ice grows through the spring, drops off quickly over the summer, and begins to recover in the fall.
The seasonal cycle of bedrock displacement is due to the interplay of those two cycles.
Now that researchers can isolate the air pressure signal, they can make more accurate measurements of ice mass. The idea is to calibrate GNET as an 'ice-weighing machine' by correlating daily displacements of the GPS stations with daily changes in surface pressure fields produced by numerical weather models.
Although this study revealed a dramatic six-month period of melting in Greenland in 2010, that short-term ice loss isn't necessarily a sign of a long-term trend, Bevis cautioned.
"It is dangerous to assume that rates observed over even two or three years reflect a long-term trend. Rates are known to change. So, it would be even more dangerous to assume that the record breaking summer of 2010 is the new norm."
"That being said, the summer of 2011 was also very hot. And this summer is starting off hot, too. So, I do expect to see a sustained increase in uplift rates when we compare 2010-2012 to 2007-2009," he added.
The researchers are continuing to monitor Greenland. In the meantime, they are investigating the possibility of detecting changes in sea level rise via GPS units planted at coastlines and in small ocean islands. Not all mechanisms of sea level rise produce variations in seafloor pressure, Bevis explained, but some of them do.

The seasonal cycle of bedrock displacement is due to the interplay of those two cycles.
Now that researchers can isolate the air pressure signal, they can make more accurate measurements of ice mass. The idea is to calibrate GNET as an 'ice-weighing machine' by correlating daily displacements of the GPS stations with daily changes in surface pressure fields produced by numerical weather models.
Although this study revealed a dramatic six-month period of melting in Greenland in 2010, that short-term ice loss isn't necessarily a sign of a long-term trend, Bevis cautioned.
"It is dangerous to assume that rates observed over even two or three years reflect a long-term trend. Rates are known to change. So, it would be even more dangerous to assume that the record breaking summer of 2010 is the new norm."
"That being said, the summer of 2011 was also very hot. And this summer is starting off hot, too. So, I do expect to see a sustained increase in uplift rates when we compare 2010-2012 to 2007-2009," he added.
The researchers are continuing to monitor Greenland. In the meantime, they are investigating the possibility of detecting changes in sea level rise via GPS units planted at coastlines and in small ocean islands. Not all mechanisms of sea level rise produce variations in seafloor pressure, Bevis explained, but some of them do.
